Most beach developments start as a render and end as something less than the render. The story of Coco Beach is unusual mainly because it ended as more than the original sketch three completed villas on a quiet Pacific beach, built to a tighter spec than the brief asked for, by a Dutch fund that had never built outside the Netherlands and a Panama-based builder using a modular system most of the local industry still treats as new.
This is the story of how it got there. The original vision, the choices, the trade-offs, and the homes that resulted.
In the early 2020s ChiQ Invest SA, a Dutch investment fund, started looking outside Europe for a place to put a long-horizon real estate position. The criteria were specific. A stable, dollarised economy. A growing expat market with room left to grow.
A coastline that had not already been priced like Costa Rica or southern Spain. And a place where the local builder culture was good enough to deliver to European specification without surprises.
Panama checked the structural boxes dollar economy, freehold ownership for foreigners, territorial tax system, and consistently ranked first by InterNations for expat quality of life. The next question was which part of the country. The central Pacific coast around Coronado was already busy.
Pedasí was on the way up. Puerto Armuelles in Chiriquí, further west, was almost off the map for international buyers a working town with a wide and largely empty beach, an hour from the David airport, and prices that reflected the lack of attention.
The fund's view was that the part of the coast that looked like Coronado fifteen years earlier was the part worth committing to. That decision is the seed of the whole project.
The fund brought in Zeelenberg Architecture, a Dutch firm known in the Netherlands for residential work organised around a three-part design philosophy they call 3P people, planet, prosperity.
The shorthand is that a home should work for the people who live in it, sit lightly on the place where it stands, and hold value over decades. It is the kind of phrasing that sounds easy in a brochure and gets harder when it meets a real site.
On the build side the choice was a Panama partner that could deliver to that standard without losing the trade-off to local construction culture.
Gatun Lake Construction in La Chorrera had the track record and, more importantly, had developed its own modular system specifically for the kinds of problems a coastal site in Panama presents salt, humidity, sun, the occasional tropical storm, and a labour market that gets thinner the further you get from the city.
The default building method in Panama is concrete block. It is well understood by every labour pool in the country, it is cheap, and it does fine inland. On a Pacific beach it has problems.
The rebar corrodes. The block absorbs and holds heat. The shell has no real continuous insulation, so the home runs hot, the AC works overtime, and the energy bill becomes a recurring tax on owning the house.
For an investor underwriting three villas at once, the bigger problem was cost certainty. Block construction in Panama prices in pieces labour by the week, materials by the load, finishes negotiated late. The total comes in within a range, not at a number. A foreign investor who needs to sign a budget at the start cannot underwrite a range.
A modular system flips that. The structure is a kit of parts a heavy-gauge galvanised steel frame, high-performance insulated panels, marine-grade coatings on every exposed surface designed and engineered in advance, prefabricated in a factory, and assembled on the beach in weeks rather than months. The price is fixed at the start. The timeline is fixed at the start. The build sequence does not depend on the weather window in the same way a block build does.
That is the engineered modular method our villas are built on developed by Gatun Lake Construction with research partners at the Universidad Tecnológica de Panamá, and now standardised across the line of homes the company offers. For Coco Beach it solved the investor's underwriting problem and the architect's quality problem in the same decision.
Coco Beach in Puerto Armuelles is a wide stretch of Pacific sand backed by low coastal scrub and almond trees. The community there is small. The site work mattered as much as the buildings the goal was to drop three villas into the landscape without overwhelming it.
That meant lightweight foundations rather than heavy concrete pads. It meant siting each villa to keep the existing vegetation and the natural lines of the beach. It meant utility runs that respected the small-village rhythm of the rest of the neighbourhood.
The modular system helped with all of that. Because the steel-frame structure is light and the foundations are minimal, the build did not require the heavy earth-moving that block construction usually demands.
The factory prefab happened off-site, which meant the noise and disruption on the beach was measured in weeks rather than months. The community above and below the site barely noticed the construction was happening.
The result is three completed homes, each one a variation on the same proven design. They are called CBV10, CBV30 and CBV55 internally.
Each villa runs around 210 square metres of enclosed living area, with three bedrooms and two and a half bathrooms. The layout is open across the main living and kitchen space, with the bedrooms set off a hallway and a generous covered terrace running along the front.
The bedrooms are sized for couples the primary suite faces the water, the second and third are large enough for adult guests or kids. The bathrooms are tiled wet-zone construction with mosquito-screened openings for cross-ventilation.
The build spec went further than a typical Panama beach home in several ways:
Marine-grade everywhere. The structural steel uses Alu-Zinc coatings on both inner and outer surfaces, with a two-layer industrial marine coating over the top. The fasteners and the exterior fittings are spec'd for salt exposure. This is the part that does not show in photographs and does the most for the fifty-plus-year design life.
High-performance insulation. The shell uses a continuous high-density polyurethane insulation panel. The practical result is a house that holds the cool of the night well into the afternoon and does not require the AC to run hard. In a beach home that is the difference between an energy bill you notice and one you do not.
Solar-ready electrical infrastructure. The villas are pre-wired for rooftop solar, with the panel and inverter pathway designed in. Owners can add solar at any point without re-wiring the house.
Water treatment at each villa. Each home has its own water treatment plant, so the supply is consistent and independent of municipal interruptions. In a small beach town this matters more than people expect.
The floor plan and the spec sit closest to the largest of the standard FRESH home models, customised for the Coco Beach community brief.
The three villas were delivered move-in ready, with the standard scope every owner expects from a finished home — interior tiling, kitchen, bathrooms, lighting, and pre-installed AC vents in every room — plus the optional upgrades the fund chose for this project. They were turned over to ChiQ Invest as the developer-owner. The fund now offers the remaining homes as completed properties for sale to private buyers, which is what this site exists to do.
The arc from sketch to handover took the time it needed to take, but the timeline was meaningfully shorter than three custom beach builds would have run under conventional construction. More importantly, the price the fund underwrote at the start was the price at the end.
For someone buying one of the Coco Beach villas today, the project history is the part that matters less than people think. What matters more is what is actually standing on the beach — move-in-ready homes, no construction risk, no permit timeline, no land due diligence to do, no general contractor to oversee from another continent. The work is done.
